state: 说明：设备上报中只有当前是否有车，根据前态上报信息进行处理得到以下状态： 0：
空报；前态无车，当前上报无车 1：入场；前态没有车，当前上报有车 2：离场；前态
有车，当前上报无车 3：取证；前态有车，当前上报有车。

先离场后入场：旧自信度低；新旧自信度都不高；新旧自信度都高；

修改车牌号：管理员上报；旧自信度低并且不拆分订单的情况；
